Helen is the Director of Licensing, Regulation and Charging at Transport for London, a role which brings together TfL’s Road User Charging authority and taxi and private hire regulator into one, dynamic directorate to tackle some of London’s most pressing and politically complex air quality, technology, safety and regulatory challenges.

Matthew W. Daus Esq.

Matthew W. Daus, Esq. currently serves as Transportation Technology Chair at the City University of New York’s (CUNY) Transportation Research Center of The City College of New York, where he conducts research, and continues to be extensively published as an expert on ground transportation regulation and technology. As a CUNY Distinguished Lecturer for the past 9 years, he taught courses on transportation history, policy, sustainability, for-hire regulation and technology.

Jarvis Murray

Since 2016, Jarvis has been the Policy & Enforcement Administrator for the Los Angeles Department of Transportation which includes managing permitting and enforcement for taxicabs, dockless mobility, medical transportation, shuttles, and other for-hire vehicles modes for the City.

Carlton Thomas

Carlton started his career in the Transportation field in 1988 with the City of Baton Rouge (La.) Public Works Department. After working nearly 20 years with the Austin Transportation Department, he recently landed with the City of Austin’s Aviation Department as the Airport Landside Operations Manager.

Sylvain Tousignant

With more than 20 years of experience in change management, sales and public service, Sylvain Tousignant oversees Montréal taxis industry‘s revitalization and development strategies. He works closely with Montreal city stakeholders, prominent industry partners, different levels of government along with regional tourism associations to establish and strengthen Montréal taxi industry attractiveness.
