Fiona Chapman is the Director of Business Licensing and Regulatory Services with the City of Toronto – which licences or permits 99 different categories of business, including the vehicle-for–hire industry. Recent innovations have included the creation of an online application portal for all licence applications, and the CafeTO program to assist bars and restaurants with additional outdoor space in response to the recent COVID-19 shutdowns. Prior to this, she was the Manager of the Pedestrian Projects Unit in Transportation Services and was responsible for implementation of the City’s Walking Strategy– a set of 52 actions designed to create high quality pedestrian environments and foster a culture of walking in all of Toronto's neighbourhoods. Fiona's responsibilities have included the development of the Complete Streets Guidelines, city-wide wayfinding implementation, updated geometric road design guidelines, outdoor café guidelines, adding missing sidewalks and capital planning and coordination of all VisionZero Road Safety geometric improvements and carriage of all accessibility issues. Fiona was also vice-chair of the Ontario Traffic Council's Active Transportation Committee.

About this Speaker

Since 2003, Fiona has been involved in key city-building issues and has worked on a broad range of policy and operational issues related to parks, licensing, planning, housing, social research, active transportation issues and waterfront development. Prior to joining the city, she served as the Executive Director of a national charitable foundation, where she helped launch a nation-wide public education campaign to reduce infant mortality. She has served as a School Trustee in downtown Toronto, has degrees in political science and public administration, and also trained as a midwife.
